In the context of preparations for the holding of 2014 Ukraine Presidential election please be informed about the following.
1. The procedure for accessing the media on public events, meetings of election commissions and polling stations.
Unhampered access to the media for public events relating to the Presidential election of Ukraine guaranteed by paragraph 4 Article 13 of the Law of Ukraine „On the Election of the President of Ukraine” (http://zakon1.rada.gov.ua/laws/show/474-14?test=4/UMfPEGznhhCnW.ZiF92a/WHI4Jws80msh8Ie6), and to the meetings of election commissions and polling stations on election day and the day of re-election – paragraph 9 Article 28 of the abovementioned Law.
Thus, the representatives of the media (at most two persons per one media) may be present without permission or invitation of the commission on election commission meetings, including when counting votes and determining the outcome of voting at a polling station on the day of election or on the day of re-election in the room where the voting is hold. There is no time limit presence the media representatives to the polling station.
For coverage of the electoral process directly at the polls, media representatives must present editorial license at the request of commissioners. As diplomatic and other official missions and consular offices of Ukraine abroad, as well as military units (formations) stationed outside Ukraine, in which according to Article 20 of Part 5 of the Law created polling stations, are regime objects, for unhampered access to their territory journalists should forewarn in advance the officials, responsible for the safety mode.
Photo- and Video survey is prohibited only in the polling-booth as during the filling ballots prohibited presence of others, except the voter, except when voter who due to disability is unable to fill out a ballot, has a right, with the consent of the head or another member of the election commission to take the help of another voter, except members of the commission, the candidates for President of Ukraine, their trustees, official observers.
According to Paragraph 1 Part 2 Article 11 of the Law the electoral process is carried out on the basis of legality and prohibition of unlawful interference with anyone in the process. No one has the right to interfere in the work of election commissions, including representatives of the media, except as otherwise provided by law (part 17 article 28 of the Law).
According to part 11 Article 28 of the Law of Ukraine „On the Election of the President of Ukraine” Election Commission may adopt a reasoned decision on the withdrawal right to be present at a meeting of representatives of the media, if they unduly hinder its conduct.
2. The order of the obtaining information.
For getting information of any nature, including of the proceeding the voting, it is necessary to apply directly to the relevant election commission, including its head or its deputy.
Organizing and conducting interviews with members of polling station commissions held individually, by agreement, in accordance with applicable law.
3. Procedure for accreditation of media representatives at the Central Election Commission (CEC).
The media, including the technical staff, must be accredited for activities in the Central Election Commission of Ukraine. Accreditation has already begun and will run until May 10, 2014.
Permanent accreditation (for the whole period of preparations for 2014 Ukraine Presidential election) is carried out by sending to the Chairman of the CEC Mr. Mykhailo Okhendovskyi the official letter (signed by the head of the media) with the request of accreditation of the media representative to the activities carrying out by the CEC. Stamped letter should contain the following information: the name, middle name and surname of the media representative and may be sent to the postal address: 1, Lesia Ukrainka Sq., 01196, Kiev, Ukraine; e-mails: [email protected] and [email protected]; fax +38 044 286 83 80.

In order to unchecked advance to the hall of the CEC`s press-center the apparatus and the equipment for organizing the live-broadcast as well as the location of mobile maintenance stantions at the territory of the CEC, it is necessary to sent an application with a list of the appropriate technology till May 16, 2014.
