On 17th of July, 2014, passenger Malaysian Airlines aircraft Boeing 777, with nearly 300 passengers aboard, was shot down over the territory of Ukraine, near city of Torez in Donetsk Oblast’ of Ukraine.
According to data of competent authorities of Ukraine, the terrorist act was carried out by militants who conduct military actions against Ukraine on the territory of Donetsk Oblast, using anti-aircraft missile system "BUK" supplied by the Russian Federation and serviced by the Russian military. As a result of the barbarian act, everyone aboard died. It was made possible due to support of the militants by the leadership of the Russian Federation, and due to their provision with modern military equipment and weapons, including anti-aircraft missiles.
Such actions and irresponsible policy of the Russian government, aimed against Ukraine, actually provoke acts of international terrorism that lead to deaths not only of citizens of Ukraine, but also of other states.
The illegal supply of weapons to the territory of Ukraine by the government of the Russian Federation, and the sending of Russian mercenaries and servicemen of the Armed Forces of the Russian Federation for participation in combat against Ukraine represent acts of military aggression against Ukraine that have all attributes of international terrorist activity, represented by such organizations as Al-Qaeda and others. The so called self-proclaimed organizations of Donetsk People’s Republic and Lugansk People’s Republic settled down to the same course.
The aggression of the Russian Federation against Ukraine has already become a threat to lives and security of not only Ukrainian, but also foreign citizens, and becomes real threat to the whole world order.
The Verkhovna Rada of Ukraine expresses sincere condolences to relatives and friends of the deceased.
Condemning aggressive policy of the Russian government against Ukraine, the Verkhovna Rada of Ukraine addressed international and European organizations and leaders of world countries with a suggestion to:
- apply all necessary measures for investigating the circumstances of the tragedy;
- establish and bring to responsibility those guilty of committing the terrorist act;
- recognize the self-proclaimed organizations Donetsk People’s Republic and Lugansk People’s Republic as terrorist ones;
- jointly with Ukraine take measures, including in military and technical sphere, aimed at terminating activity of terrorist groups which conduct military actions against Ukraine, and represent a threat to peace and stability in the world.
