Decision to dissolve the Parliament adopted in accordance with the Constitution of Ukraine The decision of the President of Ukraine P.Poroshenko to dissolve the Verkhovna Rada of Ukraine adopted in accordance with the expectations of Ukrainian society. The President acted strictly in accordance with Article 90 of the Constitution of Ukraine. Early parliamentary elections will be held on October 26, 2014. In this case, the current composition of parliament will use its authority to elect a new parliament. One of its last tasks should be the ratification of the Association Agreement with the EU.
On August 25, 2014 President of Ukraine P.Poroshenko publicly announced the decision to dissolve the Verkhovna Rada of Ukraine of the seventh convocation. This step is carried out strictly in accordance with Article 90 of the Constitution of Ukraine, according to which "The President of Ukraine has the right to dissolve the Verkhovna Rada of Ukraine, if: 1) within one month in the Verkhovna Rada of Ukraine did not form a coalition of deputy factions in accordance with Article 83 of this Constitution ..." .
Ruling parliamentary coalition collapsed on July 24, 2014, when a group of "UDAR" and "SVOBODA" have announced their withdrawal from it. Within a month the new coalition was not been formed.
The decision of the President of Ukraine was logical and expected response to one of the key demands of Ukrainian society to restart power: according to polls, 80% of Ukraine supports the need for early parliamentary elections. He was also implemented one of the main requirements of the Revolution of dignity as parliamentary elections is the best way of lustration.
Parliamentary elections in 2012 were not transparent and fair. As a result the Parliament of Ukraine has been formed not by the people who represented the interests of the people, but separate oligarchic groups. As a result, this parliament was support for the criminal actions of the regime of Yanukovych and did much to destroy democracy in Ukraine, and in the streets of Ukrainian cities shed blood. Many MPs, who continue to sit or listed in the Council, is if no direct sponsors and accomplices, but sympathized the militant separatists. For such actions need to be held accountable – as well criminal as political.
However, a decision the President will not prevent the full implementation of the supreme legislative body of Ukraine of the functions in this difficult time for the country – in accordance with Article 90 "power of the Verkhovna Rada of Ukraine shall terminate on the day of opening of the first session of the Verkhovna Rada of Ukraine of a new convocation", thus the current composition of parliament will use its authority to elect a new Parliament.
One of the main tasks that must fulfill Parliament VII convocation is a ratified in September the Association Agreement with the European Union.
Extraordinary elections of deputies of Ukraine will be held on October 26, 2014. President of Ukraine guarantees that they will be held democratically, fairly and transparently and become part of the plan the President of the peaceful settlement of the situation in eastern Ukraine, a key element of which is political dialogue with the Donbas. It is expected that a results of the elections of the eastern regions of Ukraine`s population will provide its MPs mandate of trust, that will allow them to properly represent the interests of Donbass in dialogue with the central government.
